Several Policies for Accelerating the High Quality Development of the Aerospace Information Industry in Hefei City

On June 17, 2022, the Office of the People's Government of Hefei City issued the "Several Policies for Accelerating the High Quality Development of the Aerospace Information Industry in Hefei City".

1、 Support the large-scale development of the manufacturing end. For newly introduced rocket, satellite assembly and parts manufacturing enterprises, if the fixed assets investment is more than 10 million yuan, a subsidy of up to 20 million yuan will be given at 10% of the fixed assets investment, of which 50% will be allocated after reaching the production scale; For upgrading and transforming existing aerospace information manufacturing enterprises with an investment of over 5 million yuan, a subsidy of up to 20 million yuan will be given at a rate of 15% of the equipment investment. 2、 Support the establishment of corporate headquarters in fertilizer. For newly introduced headquarters enterprises in fields such as aerospace information related manufacturing, data application, and software development that meet the recognition criteria, a reward of 5 million to 50 million yuan per year will be given in different levels for three consecutive years based on their contributions to our city. The cash flow will be linked to the assessment results. For enterprises whose headquarters are relocated to Hefei, a certain relocation fee will be given depending on the project scale. 3、 Support the improvement of research and innovation capabilities. For those who undertake the research and development of key common technologies in aerospace information and the engineering of major scientific and technological achievements, a support of 500000 to 1 million yuan will be given on a selective basis; For aerospace information enterprises that meet the conditions for entry into national technology based small and medium-sized enterprises, a subsidy of 100000 to 1 million yuan will be given based on 15% of the R&D expenses that meet the conditions for additional deduction; For aerospace information enterprises undertaking national science and technology plan projects, a maximum subsidy of 5 million yuan will be provided for each project based on the actual allocation of funds by the state. For high growth seed enterprises that meet the conditions for additional deduction and have R&D expenses accounting for more than 30% of their operating income, potential gazelle enterprises that exceed 15%, and gazelle and unicorn (including potential) enterprises that exceed 10%, a maximum subsidy of 5 million yuan per year will be given to a single enterprise at 50%, 20%, and 10% of their R&D expenses, respectively. 4、 Support innovation and service platform construction. Support the construction of national aerospace information industry innovation center, technology innovation center, manufacturing innovation center, as well as State Key Laboratory, engineering research center, joint engineering research center, enterprise technology center, industrial design center, and actively assist enterprises to strive for relevant national support policies; For provincial-level centers that meet the conditions, a certain proportion of supporting subsidies will be given according to the funds allocated by the province. Support the construction of municipal technology innovation centers and reward those who meet the conditions. For professional service platforms that invest more than 5 million yuan in software and hardware for the construction (expansion) of aerospace information common technology, major innovative research and development, inspection and testing, industrial design, intellectual property operation services, etc., a subsidy of up to 5 million yuan will be given at 0% of the investment amount. 5、 Support the large-scale development of enterprises. Provide a reward of 200000 yuan to the management team for the first time upgrading enterprises, and for three consecutive years, give a reward of up to 500000 yuan to the newly added 0% contribution of our city to the stable enterprises on the scale that year. For aerospace information enterprises with annual revenue exceeding 1 billion yuan, 3 billion yuan, 5 billion yuan, 8 billion yuan, 10 billion yuan, and 20 billion yuan for the first time, the management team will be rewarded with a maximum of 2 million yuan in different stages. 6、 Support enterprises in reducing financing costs. Give full play to the government's guiding role in leveraging funds, and the municipal government guides the master fund to choose preferred stocks and support special funds established around the industry chain, such as well-known fund management institutions, leading enterprises in the aerospace information industry chain, and key research and development institutions, to gather investment in industry chain element resources and enterprise projects, and promote the growth and development of the aerospace information industry chain; Collaborate with provinces and cities to establish the Aerospace Information Industry Fund to support constellation formation and key projects; For eligible small and medium-sized enterprises in Aerospace Information, a subsidy of up to 500000 yuan will be given at a rate of 50% of the loan interest incurred in the current year. For enterprises issuing bonds to raise funds for the manufacturing of aerospace information products, technological transformation, and technological innovation fields, a supporting subsidy of 50% of the provincial discount funds will be given. 7、 Support enterprises to leverage the capital market. If an enterprise's listing application is accepted by the China Securities Regulatory Commission or the exchange, a maximum reward of 3 million yuan will be given. For enterprises listed on the Science and Technology Innovation Board in the year of acceptance, an additional reward of 3 million yuan will be given, and for enterprises listed on other boards, an additional reward of 1 million yuan will be given. For enterprises listed in the reserve resource pool that have completed the listing on the New Third Board and entered the "innovation layer" of the New Third Board, a reward of 500000 yuan will be given. For newly relocated companies that plan to be listed and report to the Anhui Securities Regulatory Bureau for guidance within one year, a reward of 2 million yuan will be given, and they will enjoy the listing reward policy in addition; For A-share listed companies outside the province that relocate their registration to our city, a maximum reward of 5 million yuan will be given, and rewards will be given based on their management team and contributions to our city due to equity changes. 8、 Support the construction of application scenarios. Encourage relevant departments and municipal state-owned enterprises to explore the application scenarios of aerospace information technology based on business management and social service needs. Enterprises adding provincial-level "three first" products will be rewarded with a maximum of 3 million yuan for research and development units and application enterprises based on 15% of the product unit price (value); Each year, a batch of Sky Information "bottleneck" technology projects are selected, and subsidies of up to 10 million yuan are given through methods such as "targeted commission" and "unveiling and tackling". 9、 Support enterprise talent recruitment. For high-level talents, scarce talents, professional talents introduced by key enterprises of Aerospace Information that meet the conditions, as well as doctoral, master's, and full-time undergraduate graduates who come to work in key enterprises of Aerospace Information in our city, in accordance with the talent policy of Hefei City, support will be provided for rent-free talent apartments, rental subsidies, and first-time home purchase subsidies. 10、 Major project support. For key projects with large investment scale, industrial chain impact, and high local contribution, and in compliance with the "Hefei City Guidelines for the Identification of Large Investment Projects", policy support for large investment projects can be provided. It is valid for one year and does not duplicate the support of municipal policies. The state, province, and city have newly issued relevant regulations and adjusted their implementation in accordance with the new regulations.
